
The HKRFU High Performance Development Plan is implemented through an integrated and interdisciplinary structure with a clear vision for all areas of the rugby community.
The High Performance Development Plan is managed and developed using three distinct areas within the Performance and Coaching Model.
To maintain and develop the Hong Kong Rugby Football Union as the leader of Rugby Performance Development in Asia through maintaining Asian 5 Nations top tier status and securing/ maintaining full Elite Sports Status with Hong Kong Sports Institute until 2015.
Aims and objectives will be achieved through integration of the Performance & Coaching Structures with Community Department.

High Performance Player Development
- 6 to 12yrs, 12 to 16yrs, 16 to 18yrs, Senior.
- Four Step development programme–Clubs, Schools, Development, National
- 6 to 12 years - Clubs, Schools
- 12 to 16 years - Clubs, Schools, National Ages Grades, Junior Step
- 16 to 18 years – National Academy, Age Grade U18 (boys & girls)
- Senior Programmes – Elite Scholarship, HP Programme, Senior Step, Senior
- Senior International - U20, Development XV & Sevens, Senior XV & Sevens.
- Women – HP Programme, Development XV & Sevens, Senior XV & Sevens
- Domestic Performance Competition Structure.
High Performance Coach Development
