· Be successful in Fifteens in World Cup Qualifying events and the Asian Rugby Games Tournament (ARFT).

· Qualify for the 2006 Asian Games.

· Invest in local player development to improve the squad in the long-term.

· Invest Time and resources in Hong Kong's younger players.
