International Rugby Board introductory referee's courses are run often for coaches, players and non-players alike, at the office of the HKRFU in So Kon Po. The successful participants would gain their iRB Level Two referee's certificate and be able to referee in the HKRFU Leagues next season. There is no age limit and ladies are encouraged to attend. The Hong Kong Rugby Football Union (HKRFU) was formed during the 1952 to 1953 season and affiliated to the Rugby Football Union at Twickenham. Refereeing matters were originally handled by W C Richardson and Dr Erbele in the early 1950's. The Hong Kong Society of Rugby Football Union Referees (HKSRFUR) was formed in 1957 and adopted a logo comprising a silver dragon on a green background with the letters 'HKSRFUR' underneath. Some years later, after the departure of Richardson and Erbele, the logo was changed to a dragon rampant rather than a sleeping one and to gold rather than silver.

Today the society has more that 50 active Referees and Assessors serving 15 rugby clubs comprising more than 35 senior men's teams, 10 senior women's teams, as well as schools and mini rugby teams. Each season this involves over 350 appointments to games within Hong Kong and additional appointments to overseas tournaments and fixtures.

The society, fully supported by a full-time Development Officer, organises Training and Development courses for Referees and Assessors at all levels of men's, women's, junior and mini games.
