Why the HKRFU needs a central registration system, the amount of personal data we have requested, and its use.

  

First of all, it is natural, and indeed incumbent upon a national sports governing body to have a robust player registration system to facilitate the running of the league tournament and competitions – something we have not had in place in recent years and that rightly led to criticism from participating clubs.

 

Secondly, as you may or may not be aware the Union does not currently have a very effective channel of communication with the rugby community; we do not have a rugby magazine at present, and for our e-mail newsletter we rely on a “cascade” system whereby we send the information to the club chairmen and team captains and rely on them to distribute on.  As you can imagine this is not very efficient, and consequently one of the main criticisms we hear is that the Union’s communications are poor.  We intend to proactively tackle this in the coming months and are looking at utilising email, mobile devices, and hard copy magazine to make sure that we reach out to all members of the community.  In order to do this we obviously need to have the tools to facilitate these channels of communication – emails, mobile numbers, and addresses.

 

Thirdly, most major rugby unions, and certainly those who host significant tournaments and events such as the Sevens, have a commercial aspect to their websites to allow registered members to purchase tickets, merchandise etc; we fully intend to expand into these areas in the near future, which again inescapably requires the submission of personal data to process orders.

 

We are aware that most Clubs (although not necessarily all clubs) have a comprehensive membership database with contact details, but we are also very aware that the majority of club members are all volunteers with day jobs and busy lives, and it is neither practical nor reasonable to expect them to spend increasingly large amounts of time passing on emails, text messages, and posting magazines to rugby club members – this is the role of the national governing body and our team of full time staff.

 

 

Data Protection

 

With regards the issue of data protection, this is of course an extremely important area and one which it is crucial for us to get absolutely right. The Union have communicated with the registration system and website provider, Sotic Ltd, and we have also reviewed the Data Protection Ordinance.  We are comfortable that we are in accordance with the Six Principles of Data Protection, as outlined by the Office of the Data Privacy Commissioner, and specifically;

  • The data we are requesting is “adequate but not excessive for the purposes concerned”
  • There are “appropriate security measures” in place to protect the personal data, specifically Sotic hold the registration information on a secure, stand-alone server.  Sotic are a specialist IT company that has significant expertise in the management of personal, financial and statistical data on behalf of many sports clubs and governing bodies – whilst this is not a guarantee of 100% security in itself, it is obviously of comfort that Sotic provide similar services to the English, Welsh and Irish Rugby Unions, the British Lions, the RBS 6 Nations, Premiership Rugby and the European Rugby Cup.
