Promote the sport of rugby within the Kowloon and Hong Kong Island regions, enhance the experience of players and continue to promote sportsmanship and develop the connection among the various districts.

4) Players’ Eligibility

A men’s and women’s team will be formed by each of the recognised District Sports Association. Each player must be district residents and must be the age of 17 and over.

Note:

(i) Kowloon and Hong Kong Island regions include: Central and Western District, Eastern District, Kowloon City District, Kwun Tong District, Sham Shui Po District, Southern District, Wan Chai District, Wong Tai Sin District and Yau Tsim Mong District.
(ii) Player can only represent for one district; the organiser will disqualify any players from the tournament if they have been found to play for more than one district.
(iii) District Sports Associations recognised by the organiser are as follows:

E. Sham Shui Po Sports Association

5) Category & Format: Men’s & Women’s Team

Note:

(i) 6 or above teams registered: will divided into 2 pools in single round robin format, the winner from each pool will enter into the Cup Finals; the 1st runner up will enter into the Plate Finals; the 2nd runner up will enter into the Bowl Finals and the 3rd runner up will enter into the Shield Finals.

If registered teams are 5 teams or below, tournament will be played in a one pool single round robin format, the winner of the pool will be the Cup Winner; the 1st runner up will be the Plate Winner; the 2nd runner up will be the Bowl Winner; the 3rd runner up will be the Shield Winner.

(ii) Scoring Method:

1. Rankings shall be determined by the total competition points of each team in the single round robin games. 4 competition points will be awarded for a win, 2 competition points for a draw, 1 competition point for a loss, and -1 competition point for a forfeit/fail to take part (the opposing team shall win with the score as 20:0).

2. In the event of a tie in total competition points, higher ranking shall be awarded to the team with a larger point difference in score. If still tied, higher ranking shall be awarded to the team with a higher total point for. Should the tie remain persists, a draw will be carried out to determine the qualifier.

(iii) Game duration: 7-minute halves with a 2-minute break, full game as 14 minutes. In case of a draw in knockout stages, the game shall continue with extra period of 5 minutes by using the Golden Goal Method, where the first team to score “points” will become the winner of the match. If the tie persists after the extra time, the winner will be determined by the toss of a coin.

6) Irregularities:

If any player found to disobey with regulation 4) Players’ Eligibility, the player from the team will be disqualified. Meantime, the disqualified player cannot be substituted by any players and his/her team will be counted as forfeit for the game and the opponent of the game will be awarded a win with the score as 20:0, adding 4 competition points and the disqualified team will be deducted 1 competition point.

7) Management / Players:

(i) Each district must register 1 Team Manager and 1 Coach.

(ii) Each team can register up to a maximum of 15 players.

(iii) Once the team list has been submitted, no changing or adding of players is allowed.

(iv) Each team must register 30 minutes prior to their first game. Coach or Captain must provide filled team list along with players’ HKID card to the official for verification. The listed players should already be at the venue.

(v) Any changes of players on the team list are not permitted.

8) Regulations:

Apart from the rules and regulations of the competition set hereby, others will be subject to the current rules of "World Rugby".

9) Forfeit and Penalty:

If team has less than 5 players or no team can be fielded by the start of play the game will be counted as forfeit. If any team is forfeited or disqualified at any stages during the competition, the opponent of the game will be awarded a win with the score as 20:0, adding 4 competition points and the disqualified team will be deducted 1 competition point.

10) Protest:

The decision of the referees shall be final and no appeal will be accepted.

11) Referees:

Allocated by Hong Kong Rugby Union

12) Awards:

Trophies of Cup, Plate, Bowl, and Shield (Each player will be awarded with a medal).

13) Weather Arrangement:

If Tropical Cyclone Warning Signal No. 8 or above or Black Rainstorm Warning is in force at 7 a.m. on the day of competition or prior 2 hours of the competition starts, the event will be cancelled, and will be re-scheduled. The new date will be announced afterwards at due course.
