Over the last 10 years the Hong Kong Rugby Union has invested over HK$100 million in the provision and improvement of community sports facilities, partnering with the likes of KGV, HKU, AIS, SIS, Renaissance College, and St Stephen’s College.

Our 2 biggest investments, however, have been the King’s Park Sports Ground and the Tin Shui Wai Community Sports Ground, where the HKRU have been granted Short Term Tenancy agreements by the Government to design, build and operate sports facilities for the public to use and enjoy.


In 2017 alone, our Tin Shui Wai pitch had over 2,200 hours of community use by 65,000 users, across a wide range of different sports and events.

But now our Tin Shui Wai pitch is sadly under threat – some influential members of the political community have applied to the Town Planning Board to re-zone the land so they can build shops and a car park, and this will be decided at a Town Planning Board hearing on 21st December.


We have until 2nd November to make submissions opposing this re-zoning, and the more individuals, sports clubs, schools, NGOs etc that send in returns the better our chance of stopping this.

We have attached a simple draft comment form in both English and Chinese that you might wish to sign and send back, or of course write your own letter - the main thing is to make sure the application number is on the form/letter and it’s submitted on or before, the closing date of 2 November – you can submit by email to [email protected] or through the website or fax to 2877 0245 or 2522 8426 or post to Secretary, Town Planning Board, 15th Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong.


We strongly believe that sport plays a hugely positive role in the Tin Shui Wai community for schools, the TSW Eagles, the TSW Pandas, Operation Breakthrough and across the whole society – please help us to keep the Tin Shui Wai Community Sports Ground!
